Chairman Perez, members of the committee and staff, my name is Wayne Schell and I am the president & CEO for the California Association for Local Economic Development (CALED). CALED is 900+ association of professional job development organizations. Thank you for the opportunity to address this oversight hearing on the California infrastructure and economic development bank better known as the I-Bank.
Wayne Schell Urges All Californians to Protect Our Local Resources
A broad based coalition including the League of California Cities, California Redevelopment Association, California Alliance for Jobs, California Police Chiefs and Fire Chiefs Associations, California Transit Association, and dozens of local chambers of commerce, organized labor, transportation advocates and local governments are working to qualify the Local Taxpayer, Public Safety, and Transportation Protection Act for California's November statewide ballot.

CALED Economic Stimulus: Short and Medium Term Solutions for Economic Development
An effective stimulus package should raise demand in the "short run" while improving the capacity of the economy to supply goods and services in the long run. We need to focus on those hardest hit by the down turn while at the same time tackling long-standing infrastructure need. This tactic will have a larger impact on the economy, on a dollar for dollar basis. We should put a high priority on pushing out and leveraging programs and resources already in place i.e. money that people can soon pump back into the economy by a quick increase in government spending.
